Training Record for Adult Scouters
REVISED DEADLINE FOR TRAINING REQUIREMENTS
At its Annual Business Meeting on June 28, 2012, the Central New Jersey Council Executive Board voted overwhelmingly in favor of a resolution mandating trained leadership in our council. The first tier of this plan was for all primary unit leaders (Cubmasters, Scoutmasters, Advisers, and Skippers) to have completed the training required for their position by the time their unit recharters on December 31, 2012. The Central New Jersey Council and its districts had scheduled several courses for this fall but Hurricane Sandy and its resultant disruption caused many of these courses to be cancelled. This left many leaders unavailable to meet the desired goal of having the top leaders trained by December 31st.
In light of this situation, the Central New Jersey Council is revising its training deadline for these leaders. The new date that all Cubmasters, Scoutmasters, Advisers, and Skippers must have completed their required training courses by is June 30, 2013. All secondary direct contact unit leaders (Assistant Cubmasters, Den & Webelos Leaders, Assistant Scoutmasters, Assistant Advisers, and Mates) complete the training required for their position by the time the unit recharters on December 31, 2013. Committees Chairs and Committee Members will be required to complete the mandated training for their position by December 31, 2014. While many courses can be done online, for those who need to attend an actual course, a listing of trainings will be made available in January 2013.
On June 28, 2012, the Executive Board of the Central New Jersey Council adopted the following resolution:
RESOLVED, that the Central New Jersey Council, BSA, acknowledging that every Scout deserves a trained leader, and that trained leadership leads to better program and better retention of members, shall require that all adult leaders of the council complete the prescribed training for their position. This requirement shall be phased in over a three-year period, with all adult leaders meeting the requirement by December 31, 2014, and thereafter. Any leader not meeting this requirement by the phase-in date for his (her) position will not be allowed to register at rechartering.
The policy for enactment of this resolution is as follows:

Any adult assuming a leadership position after the initial phase-in dates will have six (6) months from the date of appointment to complete the prescribed training for that position. This also applies to any leader who assumes a leadership position during the phase-in year for that position.
An adult leader who does not meet the prescribed training within the prescribed period will not be allowed to recharter in that position. It is the responsibility of the Vice President, Membership to coordinate with the appropriate Chartered Organization Representative to ensure that the leader is replaced.
"Grandfathering." There is no provision to "grandfather" leaders with regards to completing their prescribed training. However, leaders may have completed training programs that fulfilled the "trained" requirement in the past, but are not the current standard. Any leader meeting these criteria should contact their Unit Commissioner or District Commissioner at their earliest convenience for assistance.
